currently must pre-approve the use of discretionary funds for lease
payments, no such pre-approval is required for the use of formula
funds. A modification is being considered to allow the use of
discretionary funds on the same basis as formula funds. Under a
lease structure, provided the grantee demonstrated that a lease was
more cost-effective than direct purchase, the equipment or facility
could be purchased by a leasing company, and leased to the grantee.
States have the ability to use FTA grant funds to establish and
operate Revolving Loan Funds in support of public and private

facilitate a state vehicle purchase and leasing program. Over $2.4
million in vehicle purchase activity may be supported with this fund
over a 10-year period. This represents at least 125 vans for rural
health and human services transportation service. The fund will
reduce vehicle purchase costs by allowing more vehicles to be
purchased at one time, and it will reduce transportation providers'
capital costs by allowing them to lease these vehicles rather than
